The Institute will continue its work on the SAARC Social Charter and the Policy Dialogues in the Eastern Province. It will examine how the concepts of “the sovereignty of the people” and “subsidiary” could be given institutional form and substance at the different levels of government from the national to the divisional levels and how a system of devolution could be based on principles that are acceptable to all communities.
